ÖZET
Savunma tedarik yönetimi, ihtiyacın belirlenip tanımlanması aşamasından başlayıp işletme, destek ve en sonunda geri dönüşüm safhalarını içeren bütün bir süreçtir. Mali ve tabii kaynak kısıtlarının mevcudiyeti altında etkin bir tedarik yönetim süreci için zincir mantığı içerisinde her bir aşamanın akıllıca yürütülmesi gerekmektedir. Bilhassa ürünlerinin, üreticilerinin ve tüketicilerinin özellikli yapısıyla sivil tedarik yönetiminden ayrılan savunma tedarikinde tersine lojistiğin sürekliliği ve güvenliği sağlayacak şekilde sağlanması gerekmektedir. Bununla birlikte konu henüz yeterince çalışılmış değildir. Bu noktadan hareketle çalışmanın amacı savunma tedarik yönetiminde tersine lojistik basamağını açıklamak ve ABD Savunma Lojistik Ajansı Savunma Malları Elden Çıkarma Servisi (DPDS) örneği üzerinden savunma tedarikinde tersine lojistiğin uygulanması hakkında bilgi vermek olarak belirlenmiştir. Amaca yönelik olarak mevcut yazının ortaya konması adına bibliyometrik analiz gerçekleştirilmiştir. Analiz ile yazının yetersizliğini ortaya koymak, mevcut yazına dair bilgileri sunarak gelecek araştırmacılara yardımcı olmak hedeflenmektedir. Analiz neticesinde kısıtlı mevcut yazının büyük oranda ABD tarafından ortaya koyulduğu bulgusuna erişilmiştir. Konuya açıklık getirmek ve uygulama örneği sunmak adına çalışmanın devamında ABD Savunma Lojistik Ajansı Savunma Malları Elden Çıkarma Servisi (DPDS) hakkında bilgilere yer verilmiştir.

REVERSE LOGISTICS IN DEFENSE ACQUISITION: THE CASE OF THE US
ABSTRACT
Defense supply management is a whole process that starts from the identification and definition of the need and includes operation, support and finally recycling phases. In the presence of financial and natural resource constraints, an effective supply management process requires the intelligent execution of each stage in a chain logic. Especially in defense acquisition, which differs from civilian supply management due to the specific nature of its products, producers and consumers, reverse logistics must be provided to ensure continuity and security. However, the subject has not yet been sufficiently studied. From this point of view, the purpose of the study is to explain the reverse logistics step in defense supply management and to provide information on the implementation of reverse logistics in defense acquisition through the example of the US Defense Logistics Agency Defense Property Disposal Service (DPDS). For this purpose, a bibliometric analysis was conducted to reveal the existing literature. With the analysis, it is aimed to reveal the inadequacy of the literature and to help future researchers by presenting information about the existing literature. As a result of the analysis, it was found that the limited existing literature was largely put forward by the USA. In order to clarify the subject and provide an application example, information about the US Defense Logistics Agency Defense Property Disposal Service (DPDS) is given in the rest of the study.
